Shell space comes with bare concrete, exposed structure, capped utilities, and no interior finishes. Getting to a certificate of occupancy requires framing every wall, running every circuit, roughing in every plumbing connection, installing and balancing the HVAC ductwork, drywalling and taping, laying flooring, and finishing trim and paint.
